The eagle is the Eagle of Saladin associated with 20th-century pan-Arabism, bearing a shield of the Iraqi flag, and holding a scroll below with the Arabic words جمهورية العراق (Jumhuriyat Al-`Iraq or 'Republic of Iraq').
